For the city of Bressanone in South Tyrol is a comprehensive master plan for future urban development worked out. The facilitation and coordination of the project assumes the office Lanz / Mutschlechner based in Innsbruck and Toblach. The operations of the different Faculties: Culture, Landscape Planning, Sociology, Sports, Tourism, Transport and Economy is through subcontracting by associated experts. The results are recorded in plans and a White Paper. A city model is provided.

Cities are the result of planned or unplanned developments. The use of land is based on formal and informal control systems through policy and planning under Laws, Regulations, Agreements, socio-cultural norms, Claims and interests. For almost all life- and activities, there are control systems.
The contemporary city is not a stable system; it is a place of visible and invisible information flows, Dynamic changes in the use and meaning of space. An urban design plan may therefore not final fix, but only specify objectives and strategies defined.
The recent past shows, have that many cities for families massively lost charm. Out-migration by, declining tax revenues, empty apartments, Aging and declining purchasing power fall shrinking cities in a devastating downward spiral. One way, to slow the descent, is, the cities more attractive, ie, families, especially- and more child-friendly. In this way can also ecologically undesirable slow urban sprawl in the surrounding areas of cities. Commuters and home ownership, in fact hidden subsidies for the automobile industry and construction, accelerate the decay of cities. Successful approaches to re-urbanization, should be supported and reproduced.
The state has the result of demographic change for more complex tasks less and less funds available. He will therefore have to separate in the future of some of these tasks, which are then taken over by civil society. Likewise, the young-old great, untapped creative potential and is. Civil society can people with ideas, Reacting with financial strength and time to good ideas together. Particularly in areas, caused by demographic change in which new strains, as for the elderly senior citizens or foreigners integration could fulfill important tasks. The ever-increasing group of people over 60 will have to take in future tasks, which are now filled with community service, because that cohort is shrinking in numbers.

The Master Plan Brixen 2020 puts the community before a long-term development strategy. This is important, obtain Brixen in the future to compete with cities and regions as an attractive location. The preparation of the Master Plan Brixen is in the lively dialogue between the local authority, citizens, the planners and advisors to the town of Bressanone.

The master plan is a spatial plan, the proposals for building configurations and movements between buildings and summarizes these proposals are an evaluation and a time component. He is clear and understandable instructions and instructions for implementing these proposals and can be used as the basis for all further decisions in the planning area. He brings the physical form of a place with the social, economic and cultural context and shows related to the needs of those, to use this site. The Master Plan is an informal level, be processed on the concepts for future development; he is a decisive plan framework and is the basis for all further planning for the entire space of the area. The objective of planning is a considered and sustainable development of the area. (Text: Martin Mutschlechner)
